West Java Governor Proposes Vasectomy as Social Assistance Requirement

TEMPO.CO, DepokThe governor of West Java, Dedi Mulyadi, announced the plan to make vasectomy—a method of male contraception—a requirement to receive social assistance for underprivileged communities in his region. He also suggested giving a Rp500,000 incentive for those willing to undergo vasectomy.

The governor said he is frequently asked to help cover the costs of childbirth, which can reach up to Rp25 million. “The cost of childbirth is substantial, reaching Rp25 million, Rp15 million on average for a caesarean procedure,” he said on Tuesday, April 29, adding that these were typically the fourth or fifth pregnancy. 

Meanwhile, Dedi believes that people are responsible for pregnancies, childbirth, and the subsequent child-raising once they enter a marriage. Thus, he said, people who cannot afford these responsibilities “must not rush into becoming parents.”

Therefore, to regulate childbirth and reduce the poverty rate, Dedi aims to make vasectomy a requirement for receiving social assistance. “Those who tend to have many children are those under the poverty line,” he remarked.

With this rationale, Dedi aims to ensure the recipients of social assistance for childbirth costs, hospitals, electricity, non-cash food aid, housing, child scholarships, and others meet the requirement of male contraception. “I hope husbands or fathers who undergo contraception will demonstrate their responsibility towards themselves and their families. The burden should not fall solely on women,” he added.

This former Regent of Purwakarta admitted that the male contraception program is already in place, especially those who requesting aid from him. “The program has commenced in Bandung, where there is a program for vasectomy every Wednesday. Those who participate will receive an incentive of Rp500,000 from the governor,” Dedi stated.

Vasectomy is a permanent contraceptive procedure performed on men to prevent pregnancy by cutting and tying the sperm ducts without affecting testosterone production, libido, or erectile function. Nonetheless, men can still achieve orgasm and ejaculation even without sperm.
