TEMPO.CO, Jakarta - Indonesia's Ministry of Environment and Forestry has clarified the permits issued for the shipment of siamangs, monkeys, leopards, sun bears, and proboscis monkeys to India. These animals were entrusted to the Jakarta and South Kalimantan Natural Resources Conservation Agencies (BKSDA) and were located at PT Fauna Land and Johnlin Wildlife Park.
Previously, the permits for the shipment of these mostly protected animals were known through the release of Minister of Environment and Forestry Decree Number 278 of 2025 on July 23. The decree issued by Minister Raja Juli involved the Permit for the Trade of Protected and Unprotected Animals to Greens Zoological Rescues and Rehabilitation Center India.
It lists the exact types of animals, consisting of 3 siamangs or Symphalangus syndactylus, 2 clouded leopards or Neofelis diardi, 1 leopard or Panthera pardus melas, 10 sun bears or Helarctos malayanus, 2 proboscis monkeys or Nasalis larvatus, and 15 long-tailed macaques or Macaca fascicularis.
Satyawan Pudyatmoko, the Director General of Conservation of Natural Resources and Ecosystems at the Ministry of Environment and Forestry, stated that the trade was an exchange between institutions engaged in the conservation of plants and animals and was a gift from the government. The legal basis cited was Article 22 paragraph (2) of Law Number 5 of 1990 as amended by Law 32/2024 concerning the Conservation of Biological Natural Resources and Ecosystems.
Satyawan admitted that the Ministry of Environment and Forestry is very selective in issuing permits. "The recipient institution must be credible and have a good track record," he said.
He added that the government's gift to another party abroad was also aimed at strengthening relations between countries. On the other hand, the Greens Zoological Rescues and Rehabilitation Center India offered the animals, assistance to strengthen the supervision of the illegal circulation of rare plants and animals, improvements to conservation infrastructure including the development of elephant hospital/clinic facilities, increasing the capacity of conservation human resources, and others.
