
TEMPO.CO, Jakarta - Victims of a sexual violence case involving students at the University of Indonesia's Faculty of Law (FH UI) have expressed disappointment after the university imposed suspensions on the perpetrators instead of expelling them.
The victims' legal representative, Timotius Rajagukguk, said the sanctions handed down by the university fail to reflect the seriousness of the misconduct, the number of victims involved, and the psychological harm caused.
"The sanctions do not fully reflect the severity of the actions, the number of victims, and their psychological impact," Timotius said on Friday, June 5, 2026.
According to Timotius, the suspensions do not adequately guarantee the victims' safety or eliminate the risk of revictimization, as the perpetrators could return to campus after their suspension periods end.
He said the victims are considering filing a formal objection to the sanctions with the Inspectorate General of the Ministry of Higher Education, Science, and Technology.
"We are considering using the victims' right to file objections to the Inspectorate General," Timotius told Tempo.
The sanctions were imposed following an investigation conducted by the University of Indonesia's Task Force for the Prevention and Handling of Sexual Violence (PPKS Task Force) and an expert panel.
UI's Director of Public Relations, Media, Government, and International Relations, Erwin Agustian Panigoro, said the university's disciplinary measures were determined in accordance with existing regulations.
"The framework of the sanctions is determined in accordance with ministerial and rector regulations, which include administrative sanctions, suspension, and even dismissal as a student," Erwin said in a written statement on June 2.
Of the 16 reported perpetrators, 15 were found to have committed violations. Three students received three-semester suspensions, seven were suspended for two semesters, and four for one semester. One respondent received a lighter administrative sanction.
The case drew widespread public attention after allegations surfaced on social media involving dozens of FH UI students. According to reports, 20 female students and seven lecturers were among those affected by the perpetrators' conduct, which allegedly took place over several years beginning in 2020.
Timotius said the perpetrators had made degrading remarks about the victims in a private WhatsApp group.
"There are likely many other victims who may not even know they were being discussed in the group," he said.
The victims have called on university authorities to treat the case as a serious form of sexual violence rather than dismissing it as casual conversation among male students.
"Our request is simple. We only hope for one sanction: expulsion," Timotius said.
