New E-Commerce Rules to Tackle Hidden Admin Fees, Says Minister

TEMPO.CO, Jakarta - Indonesian Trade Minister Budi Santoso has asserted that upcoming regulations governing the digital trade ecosystem will mandate transparency regarding fee structures. "Administrative fees or any other charges must be transparent, and there must be an agreement accessible for download on the platform," he stated in Jakarta on Wednesday, May 13, 2026.

This policy is set to be integrated into the revision of Trade Ministerial Regulation No. 31/2023, which includes the digital trade ecosystem, including e-commerce and marketplaces.

Budi noted that the regulation has reached the finalization stage and is slated for completion next week. The PAN politician emphasized that the new rules will balance the rights of platforms, merchants, and consumers.

In addition to fee transparency, Budi explained that the updated regulation will push platforms to prioritize the promotion of local products, particularly those from micro, small, and medium enterprises (MSMEs). Furthermore, the mandate will require platforms to provide comprehensive complaint services backed by a clear Service Level Agreement (SLA).

Regarding complaints, Budi maintained that they may be lodged by either sellers or consumers. "Everything must be equitable. The merchant and the platform must be equal, each with their respective rights and obligations. Likewise, consumers must be protected," he remarked.

The regulatory revision serves as a response to complaints from MSME players who have voiced objections over the steep administrative and logistics costs imposed by digital trading platforms.

Meanwhile, the Ministry of MSMEs is drafting specific regulations to govern these administrative fees following a surge of complaints from entrepreneurs regarding high platform charges.

The administrative fees in question involve transaction deductions from every sale. Minister of MSMEs Maman Abdurrahman stated that such tariffs burden entrepreneurs by eroding profit margins and stifling competitiveness within the digital marketplace.
