Indonesia Strengthens Aviation Regulations in Facing ICAO Audits

TEMPO.CO, Jakarta Indonesia's Ministry of Transportation (Kemenhub) is strengthening aviation regulations as part of its preparations for the International Civil Aviation Organization (ICAO) audit.

"So, if not at the end of this year, (or) early next year (2027), we will face an ICAO audit," said Agustinus Budi Hartono, Director of Air Transportation at the Ministry of Transportation's Directorate General of Civil Aviation, in a statement in Jakarta on Saturday.

The Ministry of Transportation is finalizing national aviation regulations to strengthen compliance with international aviation safety and security standards on an ongoing basis.

According to Agustinus, this step is crucial to ensure that Indonesian aviation operations meet global aviation safety and security standards, which continue to evolve over time.

He explained that the aviation sector has cross-regional and cross-national characteristics, making regulatory harmonization a crucial need to support international air connectivity.

He stated that Indonesia is expected to face the ICAO audit in late 2026 or early 2027, so all stakeholders need to strengthen their preparedness early.

The Ministry of Transportation also hopes for support from the Indonesian National Air Carriers Association (INACA) and all airline operators to work together to ensure the audit runs smoothly and produces optimal results.

"Because, like it or not, based on the protocol questions we must answer, it's actually quite difficult for us to fulfill or answer all of them," he explained.

According to him, one of the current challenges is related to fulfilling a number of questions in the audit protocol that relate to national regulatory aspects.

"Because indeed, most of the protocol questions that we likely cannot fulfill are from regulations, from rules, especially the Aviation Law," he said.

He believes that regulatory improvements, including updating the provisions in Law Number 1 of 2009 concerning Aviation, can support compliance with ICAO standards.

Furthermore, Agustinus emphasized that regulations not only function as a collection of rules but also serve as an important instrument in building a national aviation safety culture.

He emphasized that strong regulations play a role in improving service quality and maintaining public trust in a safe and reliable aviation industry.

"Of course, we all hope that the ICAO audit will run smoothly and that we can achieve quite good results, similar to those we achieved in previous years," he said.

Previously, the results of the 2024 International Civil Aviation Organization (ICAO) audit showed that Indonesia's aviation safety level, managed by the Directorate General of Civil Aviation at the Ministry of Transportation, was above the global average.

At that time, ICAO conducted an aviation security audit (Universal Security Audit Programme Continuous Monitoring Approach/USAP-CMA) at the Directorate General of Civil Aviation, Ministry of Transportation.

The audit was conducted through protocol questions and oversight of operations at Soekarno-Hatta Airport in Cengkareng and Juanda Airport in Surabaya from June 24 to July 5, 2024.

The ICAO team then submitted the results of the aviation security audit at that time, with an Effective Implementation (EI) score of 88.53 percent and assessed no critical issues in the field of aviation security (significant security concerns/SSec).

Then, on Tuesday (September 23, 2025), Indonesia received a prestigious international award in the form of a Council Presidential Certificate for its success in improving civil aviation security oversight capabilities in accordance with ICAO standards.

Director General of Civil Aviation, Ministry of Transportation, Lukman F. Laisa, stated that the award was presented by ICAO President, Salvatore Sciacchitano, at the opening session of the 42nd ICAO General Meeting. Assembly in Montreal, Canada.

Based on the results of the ICAO Universal Security Audit Program Continuous Monitoring Approach (USAP-CMA), Indonesia achieved an Effective Implementation score of 88.53 percent, which is the basis for this award.

This achievement is well above the Global Aviation Security Plan's score of 75 percent. The audit results reflect Indonesia's strong commitment to continuously strengthening its civil aviation security system.
