DPR Passes Domestic Worker Protection Law After 22 Years

TEMPO.CO, Jakarta - The House of Representatives (DPR) has finally ratified the Domestic Workers Protection (PPRT) Bill into law. House Speaker Puan Maharani presided over the ratification during the 17th plenary session IV of the 2025-2026 legislative term.

Puan sought approval from assembly members after Bob Hasan, Chairperson of the House Legislative Body, presented the deliberation report on the draft bill. "Can the Draft Law on the Protection of Domestic Workers be approved for enactment into law?" Puan asked the floor at the Nusantara II meeting room within the Parliament Complex in Jakarta on Tuesday, April 21, 2026.

In response, the lawmakers voiced their collective consent. "Agreed," they exclaimed, followed by Puan striking the gavel to symbolize the law's official passage.

The Indonesian Democratic Party of Struggle (PDI-P) politician applauded to mark the historic achievement. The ratification was witnessed firsthand in the plenary hall by representatives from the National Advocacy Network for Domestic Workers (Jala PRT) and various women's empowerment organizations.

In his presentation, Bob Hasan noted that the PPRT Bill involved the resolution of 409 items on the Inventory of Problems (DIM). According to Bob, the enactment of the law serves as a fitting tribute to Kartini Day. "May the PPRT Law uphold Kartini's flame of empowerment as a beacon of protection for all domestic workers," the Gerindra Party politician remarked.

Some of the main issues regulated in the PPRT Law include:

1. The regulation of worker protections is anchored in principles of kinship, human rights, justice, welfare, and legal certainty.

2. Recruitment of domestic workers can be conducted directly or indirectly.

3. Individuals assisting in domestic tasks based on custom, kinship, family ties, education, or religious service are not classified as domestic workers under this Law.

4. Indirect recruitment by Domestic Worker Placement Companies (P3RT) may be facilitated through both offline and online channels.

5. One of the rights of domestic workers regulated in this Law is the entitlement to health and employment social security.

6. Prospective workers will receive education and vocational training provided by the central government, local governments, or placement agencies.

7. Provision for education and vocational training for prospective domestic workers.

8. Domestic worker placement companies must be legal entities and hold a business license from the central government in accordance with statutory provisions.

9. P3RT is prohibited from deducting wages or similar fees.

10. The administration and supervision of domestic work are carried out by central and local governments by empowering neighborhood units (RT/RW) to prevent violence.

11. Anyone under 18 or married who was already employed as a domestic worker prior to this Law remains exempt, with their rights fully recognized.

12. All necessary implementing regulations shall be established within one year of the PPRT Law’s enactment.
