UN: Armed Groups Hinder Ebola Response in DR Congo

TEMPO.CO, Jakarta The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) said on Wednesday, June 17, that armed groups were disrupting Ebola response efforts in the eastern Democratic Republic of Congo (DR Congo). OCHA said some groups even detained humanitarian aid workers, ANTARA reported.

They said five emergency responders were briefly detained on Tuesday by armed groups in Ituri Province, the epicenter of the current Ebola outbreak, which accounts for more than 90 percent of all confirmed cases.

OCHA added that aid access in South Kivu Province remains severely limited in some areas as fighting continues to force civilians to flee. Nearly 20,000 people were forced to flee their homes on Monday following clashes in the Mwenga and Shabunda regions. Displaced families currently need assistance with food, shelter, health care, safe drinking water, and protection.

Meanwhile, in the Fizi region, humanitarian access remains under pressure due to repeated armed group incursions that continue to threaten aid deliveries and the safety of humanitarian workers, OCHA said.

In South Kivu alone, between January and May, at least 57 incidents were recorded that directly affected humanitarian workers, including threats against staff, disruptions in aid deliveries, and restrictions on movement.

"Despite these immense challenges, the United Nations and its humanitarian partners continue to support national authorities in containing the outbreak and deliver assistance. However, humanitarian personnel cannot operate safely without security guarantees," OCHA said.

The UN reiterated its call for all parties to protect civilians and ensure that those in need have safe, rapid, and unhindered access.
