List of 18 Downstream Projects Worth Rp618 Trillion Submitted to Danantara

TEMPO.CO, Jakarta - The Chairperson of the National Task Force for the Acceleration of Downstreaming and National Energy Resilience, Bahlil Lahadalia, has submitted a feasibility study document for priority downstream and national energy resilience projects to the Chief Executive Officer of the National Energy Investment Management Agency Danantara (BPI Danantara), Rosan Perkasa Roeslani.

Bahlil explained that the document includes 18 downstream projects across various sectors, with Danantara expected to serve as the funding manager. These projects consist of eight in the mineral and coal sector, three in agriculture, three in marine and fisheries, two in energy transition, and two in energy resilience.

“The total value of these 18 priority projects amounts to Rp618.13 trillion, with the potential to create 276,636 jobs,” Bahlil said during a press statement at the Ministry of Energy and Mineral Resources (ESDM) office in Jakarta, Tuesday, July 22, 2025.

He noted that the details of the projects and their investment values are not yet final and will be subject to further review. Danantara will re-evaluate the feasibility study document before moving forward.

Bahlil also stated that the government will form a dedicated Investment and Energy Resilience Task Force. This task force will be initiated jointly by Danantara and the National Task Force for the Acceleration of Downstreaming and National Energy Resilience.

“We will continue to work closely with Danantara, including on funding, legal processes, land acquisition, and socio-environmental impact matters,” he said.

He added that the National Task Force will support and facilitate licensing and project implementation. “It would be ideal if Danantara could fully carry out the projects. If not, partnerships with other parties remain a viable option,” he said.

According to Antara, the 18 projects included in the feasibility study are as follows:

Mineral and Coal Sector

  1. Aluminum (bauxite) smelter in Mempawah, West Kalimantan — Rp60 trillion, 14,700 jobs.

  2. Dimethyl ether (DME/coal) plants in Bulungan, Kutai Timur, Kota Baru, Muara Enim, Pali, and Banyuasin — Rp164 trillion, 34,800 jobs.

  3. Asphalt industry in Buton, Southeast Sulawesi — Rp1.49 trillion, 3,450 jobs.

  4. Manganese sulfate plant in Kupang, East Nusa Tenggara — Rp3.05 trillion, 5,224 jobs.

  5. Stainless steel slab (nickel) plant in Morowali, Central Sulawesi — Rp38.4 trillion, 12,000 jobs.

  6. Copper rod, wire, and tube plant in Gresik, East Java — Rp19.2 trillion, 9,700 jobs.

  7. Iron and steel (iron sand) project in Sarmi, Papua — Rp19 trillion, 18,000 jobs.

  8. Chemical-grade alumina plant in Kendawangan, West Kalimantan — Rp17.3 trillion, 7,100 jobs.

Agriculture Sector

  1. Oleoresin (nutmeg) facility in Fakfak, West Papua — Rp1.8 trillion, 1,850 jobs.

  2. Oleofood (palm oil) industry in the Maloy Batuta Trans Kalimantan SEZ — Rp3 trillion, 4,800 jobs.

  3. Coconut-based product facility in Tenayan, Riau — Rp2.3 trillion, 22,100 jobs.

Marine and Fisheries Sector

  1. Chlor alkali plants (salt) across several provinces — Rp16 trillion, 33,000 jobs.

  2. Tilapia fillet processing facilities in Banten, West Java, Central Java, and East Java — Rp1 trillion, 22,600 jobs.

  3. Carrageenan (seaweed) plant in Kupang, East Nusa Tenggara — Rp212 billion, 1,700 jobs.

Energy Transition Sector

  1. Integrated solar module project in Batang, Central Java — Rp24 trillion, 19,500 jobs.

  2. Bioavtur (used cooking oil) production in Marunda, Cikarang, and Karawang — Rp16 trillion, 10,152 jobs.

Energy Resilience Sector

  1. Oil refinery projects in 19 cities, including Lhokseumawe, Surabaya, and Makassar — Rp160 trillion, 44,000 jobs.

  2. Oil storage tank facilities in various locations — Rp72 trillion, 6,960 jobs.
