KPK Clarifies Hajj Quota Corruption Investigation Focuses on Individuals, Not Organizations

TEMPO.CO, Jakarta - The spokesperson for Indonesia's Corruption Eradication Commission (KPK), Budi Prasetyo, stated that investigators in the agency are delving into the alleged 2024 Hajj quota corruption and the involvement of individuals. He confirmed that the investigation has not yet revealed any evidence of religious organizations' involvement.

"Throughout the investigation up to this day, there are no indications towards specific community institutions or organizations. The investigation purely focuses on the roles of individuals responsible for this case," said Budi in a written statement on Friday, September 19, 2025.

The Corruption Eradication Commission suspects the involvement of a few individuals in the hajj quota corruption. Thus, Budi stated that the investigators are still studying the roles of several individuals who have benefited from the proceeds of bribery. "In the investigation of this case, the KPK is focused on delving into the roles of individuals who are suspected to be involved in the distribution of additional hajj quotas," he said.

Previously, the KPK had questioned Syarif Hamzah Asyathry as an individual suspected of being aware of the distribution of additional hajj quotas. On September 4, 2025, Syarif was questioned by investigators from the anti-corruption agency.

Syarif Hamzah Asyathry is the Deputy Secretary General of the Gerakan Pemuda Ansor. Yahya Cholil Staquf, the Chairman of the Nahdlatul Ulama Central Executive Board (PBNU), inaugurated him on May 27, 2024.

Furthermore, the KPK has also summoned several individuals who are allegedly associated with PBNU. One of them is Saiful Bahri, a PBNU staff member, who was summoned on September 9, 2025. The questioning of Saiful is related to the former special staff during the era of the Minister of Religious Affairs, Yaqut Cholil Qoumas, Ishfah Abidal Aziz, or Gus Alex. "There is a connection between SB and the former minister's special staff, Gus A," said the Acting Deputy of Enforcement and Execution of the KPK, Asep Guntur Rahayu.

Meanwhile, PBNU stated that Saiful Bahri is indeed recorded as a member of one of the institutions, but has not been active since the formation of PBNU for the 2022-2027 period.

"Saiful Bahri is indeed registered and listed as a member of the LWP (Wakaf and Land Institution) PBNU 2022-2027. But after checking, it turns out that he has never been active. Only appeared at the Cipasung National Meeting," said the Deputy Secretary General of PBNU Lukman Khakim as quoted by Antara.

He explained that since the convening of the NU congress in Lampung in 2021, PBNU had only held its first national working meeting (rakernas) in March 2022. At the Rakernas forum, the leadership of PBNU for the 2022-2027 term was established. "Since then, I have never heard that he has been active in PBNU. And he is also not an employee at the PBNU Secretariat," said Lukman.

The KPK also collaborated with the Financial Transactions Analysis and Reporting Center (PPATK) to trace the flow of funds in the alleged 2024 hajj quota corruption. The Chair of the KPK, Setyo Budiyanto, stated that this collaboration aims to track the financial flow from account to account.

"So, there is in-depth tracing of the suspects, then potential suspects, and witnesses, including documents. Also, things related to accounts," he said when met at the Red and White Building of the KPK on Sunday, August 18, 2025.

The KPK is currently awaiting the conclusion of the PPATK tracing. After that, an explanation will emerge from the documents currently held by the KPK as evidence. "This will confirm whether the information is true or not. There is still a process," he said.
