Jakarta Urges Residents to Report Aerial Cable Installations as They Are Illegal

TEMPO.CO, Jakarta - The Jakarta Provincial Government is urging residents to report any instances of illegal aerial cable installations. Such installations violate Jakarta Provincial Regulation No. 8 of 1999 concerning Utility Networks.

Heru Suwondo, Head of the Jakarta Bina Marga Agency, emphasized the illegality of overhead cables. "Aerial cables are no longer allowed. Any new installations are illegal. Please inform us if you see any," Heru said in Grogol Petamburan, West Jakarta, on Tuesday, April 15, 2025.

Heru acknowledged the city government's challenge in regulating existing aerial electrical and telephone cables due to a lack of information about their installation. Dismantling them is also problematic as they are often connected to residents' properties, leading to complaints if cut.

He attributed the presence of aerial cables to improper installation by operators, describing the situation as "chaotic."

Jakarta has prohibited overhead cables for 26 years under the 1999 regulation, which carries criminal sanctions of up to six months imprisonment or a fine of Rp5 million for violators.

Additionally, the Jakarta Provincial Government can impose administrative sanctions as outlined in Jakarta Governor Regulation No. 106 of 2019. These sanctions include warnings, cable cut-offs, and the removal of supporting utility poles.

The Jakarta Regional Legislative Council (DPRD) has previously questioned the slow progress of the Integrated Utility Network Facility (SJUT), an underground system for utility cables.

Deputy Speaker of the DPRD Jakarta Utility Network Special Committee, Husen, noted on Monday, April 14, 2025, that only three percent of the SJUT development target has been achieved in the last five years, demanding transparency on the issues hindering progress.

Husen stated that the slow SJUT development means the problem of chaotic aerial cables is unlikely to be resolved soon, prompting their planned dismantling efforts.
