TEMPO.CO, Jakarta - Head of the Indonesian Capital Authority (IKN), Basuki Hadimuljono, said that the second phase of IKN development involves not only completing physical construction projects but also preparing for the establishment of the IKN Special Regional Government (Pemdasus).
"So, to be ready for 2028, if declared, it will become a Special Regional Government, as outlined in the IKN Law," Basuki said during a virtual press conference on Wednesday, April 23, 2025.
The IKN Authority's preparations include regional delineation and the development of regional coding. Basuki mentioned that the Deputy for IKN Development Control is collaborating with the Ministry of Home Affairs on this task.
"The preparations have just commenced," the former Minister of Public Works and Housing explained. "So, I believe we are working on this in parallel with the physical development."
The preparations for the formation of the IKN Pemdasus are proceeding in line with President Prabowo Subianto's target of establishing IKN as the political capital by 2028. The head of state also intends to have an office in IKN by August 2028. These timelines necessitate Basuki's immediate focus on completing the construction of legislative and judicial areas, as well as other supporting facilities.
Basuki assured that the government will continue the construction of the new capital city in East Kalimantan. Furthermore, he noted that President Prabowo has included the IKN construction project in the list of National Strategic Projects (PSN).
For the second phase of construction in 2025-2029, the government has allocated a budget of Rp48.8 trillion from the State Budget (APBN). "I believe there is no reason not to continue the construction (of IKN)," Basuki stated during a coordination and evaluation meeting for the implementation of infrastructure development in IKN on Tuesday, April 15, 2025, as quoted by Tempo from an official statement.
Previously, Basuki also mentioned that the construction of IKN must be completed promptly because Prabowo had cited climate change as a reason for the Indonesian capital city's relocation. In the context of climate change, Jakarta is reportedly sinking due to rising sea levels.
Another reason for the continued construction of IKN, according to Basuki, is President Prabowo's signing of Law No. 151 of 2024 concerning Amendments to Law No. 2 of 2024 concerning the Special Region of Jakarta.
