BI Dismisses US' QRIS Complaint, Says American Credit Cards Remain Dominant

TEMPO.CO, Jakarta - Bank Indonesia (BI) responded to the complaints made against the Quick Response Code Indonesian Standard (QRIS) by the United States Trade Representative (USTR), which claimed the digital payment system is a trade barrier for both countries.

BI Governor Perry Warjiyo mentioned that QRIS was developed using the global European Master Visa standard with the addition of Indonesian language code programming or coding. "The Indonesian QR standard is the Indonesian version of the standard that we adopted from the global standard," he said, in a press conference on the results of the BI Board of Governors Meeting, Wednesday, April 23, 2025.

Perry explained that the QR code-based payment service was launched on August 17, 2019, and was developed in collaboration with the Indonesian Payment System Association (ASPI). "That is a standard developed by the industry with guidelines issued by BI and has become a national agreement according to national interests," said Perry.

BI Deputy Governor Filianingsih Hendarta said that QRIS is not only used domestically, but also across national borders. "The cross-border also continues to increase. Countries that can already use it are Singapore, Malaysia, and also Thailand," he said.

In the near future, several countries will also implement the QRIS payment system between countries. "It will soon be with Japan, India, South Korea, and also maybe later China and Saudi Arabia," said Filianingsih.

On a different occasion, BI Senior Deputy Governor Destry Damayanti said Indonesia is willing to cooperate with other countries, including the U.S., on QRIS or other code-based payment services. “We won’t discriminate. If the U.S. is ready, and we’re all set, why not?” said Destry on Monday, April 21. 

Besides, Destry said, the U.S.-based credit cards such as Visa and Mastercard remain dominant in Indonesia. “To date, credit cards like Visa and Mastercard remain a dominant choice. So, there is really no problem actually,” said Destry, without elaborating on what measures Bank Indonesia will take in response to USTR’s complaint.

Previously, through the 2025 National Trade Estimate (NTE) Report on Foreign Trade Barriers document published on Monday, March 31, 2025, the USTR objected to the use of QRIS regulated in BI Governor Regulation No. 21/18/PADG/2019 regarding the Implementation of the National Standard Quick Response Code for Payments.
