Bali Tightens Rules for Foreign Tourists

TEMPO.CO, JakartaThe Provincial Government of Bali has tightened regulations for foreign tourists visiting the island through Circular No. 7 of 2025, which outlines a revised code of conduct. Governor Wayan Koster said the circular specifies obligations, prohibitions, and potential sanctions for foreign visitors while staying in Bali.

Koster said that the new guidelines refine a similar circular issued in 2023, adjusted to reflect changes during his temporary absence from office.

Among the key rules, tourists are required to dress modestly, appropriately, and respectfully—especially when visiting sacred sites, tourist attractions, public spaces, or engaging in activities around Bali. Tourists are also expected to behave respectfully at temples, tourist destinations, restaurants, shopping areas, roadways, and other public areas.

In addition, foreign visitors must pay a mandatory fee of Rp150,000 either prior to or during their stay. Once in Bali, they must be accompanied by licensed tour guides familiar with the island’s natural environment, customs, traditions, and local wisdom.

The circular also imposes transactional requirements: tourists must exchange currency only at licensed money changers (either banks or authorized non-bank operators), use the Indonesian Standard QR Code for payments, and transact using the rupiah.

To curb reckless behavior on the roads, tourists must comply with Indonesian traffic laws. This includes holding a valid international or national driver’s license, dressing properly, wearing helmets when riding motorbikes, obeying traffic signs, not exceeding passenger limits, and never driving under the influence of alcohol or drugs. “Tourists are advised to use roadworthy four-wheeled transport services registered under licensed companies or associations,” Koster said.

Tourists are also expected to stay in officially licensed accommodations and to respect specific rules at each tourist attraction or activity site.

Prohibited behaviors include entering the main or inner sanctum of sacred sites in Bali without the purpose of worship, climbing sacred trees, or showing disrespect at holy locations. Visitors are also required to protect the environment by not littering, contaminating springs, or using single-use plastics.

Further restrictions ban the use of vulgar language, disrespectful behavior, and conducting business or working without proper permits.

“Foreign tourists who violate these rules will face strict sanctions or legal action under applicable Indonesian laws,” Koster stated.

To support enforcement, the Bali government has called on the public to report misbehaving tourists through the hotline 081-287-590-999.
