TEMPO.CO, Jakarta - State air navigation provider AirNav Indonesia is aiming to boost flight capacity at Bali’s I Gusti Ngurah Rai Airport from 30 to 40 movements per hour.
“We currently manage 33 movements, but later that can be increased to 34, [even] 40 movements per hour,” AirNav Indonesia CEO Capt. Avirianto Suratno said following the signing of a Letter of Intent (LoI) between AirNav Indonesia and the Boeing Company at the Sheraton Hotel Jakarta Soekarno-Hatta Airport in Tangerang on Tuesday, September 15, 2026.
Avirianto stated that in addition to boosting aircraft traffic capacity at Bali Airport, the joint effort between AirNav Indonesia and Boeing will enhance safety protocols alongside ground and airspace operational efficiency.
He added that the tech collaboration will be rolled out at I Gusti Ngurah Rai Airport because the facility lacks parallel taxiways despite handling heavy flight traffic.
“This condition causes potential overlaps where departing and arriving aircraft share the same space, including during the pushback process,” Avirianto said.
Furthermore, Avirianto explained that the study also takes into account the operational profiles of various aircraft types serving Bali. Wide-body jets demand different handling times compared to narrow-body aircraft, making departure sequencing and movement timing crucial, particularly during peak hours.
The LoI builds upon a Memorandum of Understanding (MoU) signed by AirNav Indonesia and Boeing in 2023, which established a cooperative framework for airspace management, technical training, and strategic air traffic planning.
Boeing Indonesia Managing Director Indra Duivenvoorde noted that the collaboration merges Boeing's global expertise in aircraft performance and air traffic management with AirNav Indonesia's operational experience.
He emphasized that the study seeks to generate data-driven practical solutions to optimize traffic flow, maximize runway utilization, and support safe, efficient, and sustainable aviation operations in Bali.
“We view Indonesia as one of Asia's largest aviation markets and are committed to our partnership with AirNav Indonesia and the national civil aviation sector,” Indra said.
AirNav Indonesia Operations Director Setio Anggoro stated that the joint project is slated to run for approximately one year. The initial phase will analyze current operational baselines before developing alternative procedural scenarios.
“The scenario design applies not only to ground movements, but also to airspace operations,” he said.
Throughout the process, Setio explained that both partners will integrate their respective technical tools. AirNav brings visualization applications to monitor live conditions, while Boeing supplies modeling technology to simulate aircraft traffic flows.
“With this modeling, new scenarios can be digitally simulated without disrupting live flight operations,” Setio said. The results will then be measured against baseline data to evaluate potential gains in flight capacity, time efficiency, fuel savings, and carbon dioxide (CO2) emissions reduction.
If successfully implemented in Bali, Setio noted that the framework could be replicated at other Indonesian airports grappling with similar infrastructure constraints, particularly those lacking parallel taxiways. “Most airports across Indonesia still operate with a single runway or lack parallel taxiways,” Setio said.
