
TEMPO.CO, Jakarta - One incident during a demonstration in Boulder, Colorado, triggered United States President Donald Trump to ban citizens from 12 countries from entering the country. Trump argued that the attack on the demonstrators demanding the release of Israeli hostages in the Gaza region was due to the entry of foreign citizens without thorough screening.
On Wednesday, June 4, 2025, Trump issued a presidential proclamation banning citizens from 12 countries from entering the U.S. due to potential national security risks. The countries listed in the full ban include Afghanistan, Myanmar, Chad, the Democratic Republic of the Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan, and Yemen.
Additionally, citizens of seven other countries—Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan, and Venezuela—will face certain limitations when entering the U.S. due to partial restrictions.
Trump also revealed that some who come to the U.S. as temporary visitors end up staying beyond the expiration date of their visas. "We cannot have open migration from any country where we cannot safely and reliably vet and screen," Trump said in his video statement.
In a further statement, Trump also emphasized that the U.S. must ensure that every individual entering the country does not have hostile intentions towards American citizens, culture, government, institutions, or the basic principles upheld by the country. In addition, those entering must not support terrorist groups or organizations.
The White House, through its official statement, explained that this ban was implemented after Trump received a report from Secretary of State Marco Rubio and several security officials. The report mentioned that in some countries on the ban list, identity verification systems have been deemed inadequate, making it difficult for United States immigration authorities to assess potential risks to national security.
It is also mentioned that some countries have a relatively high visa violation rate, and some countries are considered uncooperative in sharing identity information and their citizens' security records with the U.S. government.
This weakened the U.S. immigration system's ability to detect threats before someone enters the country. "We will not allow people to enter our country who wish to do us harm, and nothing will stop us from keeping America safe," said Trump.
Although this ban is quite extensive, there are specific exceptions mentioned. For example, the ban does not apply to permanent residents of the U.S. and those currently holding active visas. In addition, athletes and coaches from affected countries are still permitted to participate in international tournaments such as the 2026 World Cup and the 2028 Olympic Games in the U.S.
This move reminds the public of a similar policy previously implemented by Trump during his first term eight years ago. At that time, he signed an executive order banning citizens from some countries with a Muslim majority, such as Iraq, Syria, Iran, Sudan, Libya, Somalia, and Yemen, from entering the U.S. The policy later became widely known as the "Muslim ban" and sparked protests at various airports and major cities throughout America.
Trump referred to the travel restrictions previously imposed as one of the most successful policies in his efforts to maintain national security. In this latest policy, Trump also stated that the level of restriction on each country could change at any time. This will depend on the continuously updated threat level evaluation and potential improvements made by the countries concerned to strengthen identification and security cooperation.
These ban and restriction policies are scheduled to begin on the following Monday, precisely at 12:01 a.m. Eastern Time.
