TEMPO.CO, Jakarta - WINA Ningsih Kuswadi immediately imagined finally enjoying the rights of a domestic worker when she heard President Prabowo Subianto’s speech promising the passage of the Domestic Workers Protection Bill during the 2025 Labor Day commemoration. The 43-year-old woman said she has long faced less-than-ideal working conditions, such as unpredictable hours and low wages.
Wina, who has been monitoring deliberations on the bill, understands that it includes provisions on working hours, decent pay, and protection from violence. She therefore hopes the government and the House of Representatives (DPR) will soon approve the draft into law.
Nine months after Prabowo’s speech, Wina’s hopes have yet to materialize. Deliberations on the bill remain stalled in Senayan—the site of the House complex in Jakarta. “Without regulations protecting domestic workers, it’s hard to imagine our lives improving,” Wina said when contacted on Thursday, February 19, 2026. She is now active in the Sapu Lidi Jakarta Domestic Workers Union.
Prabowo pledged to pass the regulation after receiving input from House Deputy Speaker and Gerindra Party Executive Chair Sufmi Dasco Ahmad. After hearing Dasco’s suggestion, Prabowo said the House would begin discussing the draft one week after the 2025 Labor Day commemoration.
