TEMPO.CO, Jakarta - The Corruption Eradication Commission (KPK) is still investigating the alleged hajj quota corruption for 2023-2024. Five Ministry of Religious Affairs staffers were questioned today, Wednesday, September 17, 2025.
The five ministry officials include the Director of Umrah and Special Hajj Affairs for 2024, Jaja Jaelani; Ramadan Harisman, a civil servant at the Ministry of Religious Affairs; M. Agus Syafi, the Head of the Licensing, Accreditation, and Development of Special Hajj for the 2023-2024 period; Abdul Muhyi, a Policy Analyst at the Directorate of Umrah and Special Hajj Affairs for 2022-2024; and Nur Arifin, the Director of Umrah and Special Hajj for 2023.
"The questioning was carried out at the Red and White Building of the KPK," said the KPK spokesperson Budi Prasetyo in his statement on Wednesday, September 17, 2025.
The anti-graft agency has been investigating the alleged deviation in the hajj quota for 2024 since mid-August 2025. The suspicion regarding the determination of the pilgrimage quota stemmed from the findings of the Special Committee (Pansus) on the Hajj Inquiry. This special committee was formed after the DPR Hajj Supervisory Team found several issues in the implementation of the Hajj, which falls under the responsibility of the Ministry of Religious Affairs.
The establishment of this special committee was confirmed during a House plenary session on Thursday, July 4, 2024. The committee assessed that the Ministry of Religious Affairs had violated the distribution of the hajj quota for 2024.
Wisnu Wijaya, a member of the Special Committee on the Hajj Inquiry, explained that the violation occurred when the Ministry of Religious Affairs set a quota of 221,000 for the regular hajj with an additional 20,000 quota.
KPK estimates Rp1 trillion in losses due to the corruption, based on the agency's internal data. "So, the initial calculation results in a figure of more than Rp 1 trillion," said the KPK spokesperson, Budi Prasetyo, at the Red and White Building of the KPK on Monday, August 11, 2025.
The modus operandi included dividing the additional quota of 20,000 pilgrims equally, with 50 percent for special hajj and 50 percent for regular hajj. However, Law Number 8 of 2019 concerning the Organization of Hajj and Umrah stipulates that 92 percent of the quota is designated for regular hajj, while only 8 percent is for special hajj.
