Job Training Institute Owner Arrested After Indonesian Migrant Worker Dies Neglected in Japan

TEMPO.CO, Jakarta The Subdirectorate of Juvenile, Child, and Women's Affairs (Renakta) at the Bengkulu Provincial Police's General Crimes Investigation Directorate has arrested a 40-year-old individual with the initial 'D' for the crime of Human Trafficking (TPPO). The suspect is believed to have neglected an Indonesian Migrant Worker (PMI) named Adelia Mesya, who hails from Seluma Regency, Bengkulu Province, while in Japan.

D is the owner of a Job Training Institute (LPK) in Bogor, West Java. The institute accommodated and channeled Adelia Mesya, who eventually ended up neglected, sick, and deceased in Japan some time ago.

"The LPK owner in West Java, D, has been apprehended and is currently en route from West Java to Bengkulu for questioning," said the Head of Renakta Subdit at the General Crimes Investigation Directorate of the Bengkulu Provincial Police, Chief Commissioner Julius Hadi, on Wednesday, December 3, 2025.

Up to now, seven residents of Seluma Regency, Bengkulu Province, have claimed to be deceived by D's LPK. The victims have allegedly paid sums ranging from Rp60 million to Rp150 million, but have yet to depart for Japan. "Furthermore, there are a number of individuals who have already departed for Japan but ended up being neglected," Julius stated.

According to Julius, some of the victims were even forced to sell their homes and possessions in order to work in Japan. However, they felt deceived.

Based on the investigation findings, the non-procedural TPPO network for PMIs is divided into several levels. First, there are recruiters who are responsible for finding candidates for migrant workers. Second, intermediaries who are responsible for bringing victims to the LPK center. Third, accommodation personnel who are responsible for gathering victims at a shelter. Fourth, individuals who are responsible for sending victims to Japan.

This case originated from the death of 23-year-old Adelia Mesya in Japan. It was later revealed that Adelia was actually a victim of deception by the LPK and had traveled to Japan using a tourist visa.

Since learning that Adelia was a victim of LPK deception, the police have initiated an investigation. Police investigation results have found that there are still several other Bengkulu residents who are currently stranded in Japan.
