TEMPO.CO, Jakarta - A chill sets in every time Timer Manurung walks into the Indonesia Pavilion at the 30th United Nations Climate Change Conference (COP30) in Belem, Brazil, the gateway to the Amazon Valley, held on November 10-22, 2025. The Chair of the Auriga Nusantara Foundation senses friction among members of the delegation, especially between two ministries that were once united: the Environment Ministry and the Forestry Ministry.
"The lack of coordination within the delegation was very clear throughout the conference in Belem. There was tension between the Environment Ministry and the Forestry Ministry," Timer said in Jakarta on Tuesday, November 25. "Those of us outside the delegation heard complaints from both sides," he added. "For example, the Environment Ministry delegation felt that the Forestry Ministry team was acting on its own."
According to Timer, poor coordination within Indonesia's delegation was evident even before COP30 began. One sign of the lack of preparation and coordination, he said, was the submission of the Second Nationally Determined Contribution (NDC) to the UN Framework Convention on Climate Change (UNFCCC) Secretariat on October 27, 2025.
Timer noted that the submission was rushed as it was sent just two weeks before COP30's opening. "It was clear we weren't ready. We didn't run a proper, step-by-step process from the bottom up for a document that represents the country," he said. He added that Indonesia also failed to prepare lobbyists capable of environmental negotiations or foreign-policy diplomacy.
