TEMPO.CO, Jakarta - Indonesian Religious Affairs Ministry will hold a determination session or Isbat session for the beginning of Syawal 1446 Hijriah or determining Eid al-Fitr on Ramadan 29, which coincides with March 29, 2025.
"As usual, the Isbat session is always held on Syakban 29 to mark the beginning of Ramadan, Ramadan 29 to mark the beginning of Syawal, and Zulkaidah 29 to mark the beginning of Zulhijjah," said the Director General of Islamic Community Guidance, Abu Rokhmad in Jakarta, as quoted from his official statement on Wednesday, March 19, 2025.
Abu Rokhmad stated that using the methods of Hisab (calculating) and Rukyat (seeing the moon) to determine the beginning of Syawal followed Islamic teachings. According to him, this step is aligned with the Indonesian Ulema Council (MUI) Fatwa Number 2 of 2024 concerning the Determination of the Beginning of Ramadan, Syawal, and Dzulhijjah.
The fatwa mentions that the determination of the beginning of Ramadan, Syawal, and Dzulhijjah is carried out based on the hisab and rukyat methods by the Ministry of Religious Affairs and applies nationally.
According to astronomical calculations, Abu Rokhmad said the ijtima or conjunction occurred on March 29, 2025, at 17.57.58 WIB. Hence, based on astronomical data, at sunset, the position of the hilal (crescent moon) ranges from minus three in Papua to minus one in Aceh.
"We then verify this astronomical data through the rukyat mechanism," said Abu Rokhmad.
Abu Rokhmad explained that there are at least two dimensions to the implementation process of rukyatul hilal. First, is the ta'abbudi dimension. He mentioned that moon sighting is in line with the practice of Prophet Muhammad, which has been carried out since the past to commence or end fasting.
"This practice is further reinforced by the MUI fatwa that the determination of the beginning of Ramadan, Syawal, and Dzulhijjah is based on the Hisab and Rukyat methods. This is also part of the Islamic symbols. This is important," he said.
Second, is the dimension of knowledge. Abu Rokhmad said that rukyat is a confirmation process of the hisab and astronomical data. "What has been calculated astronomically, we are confirming in the field through rukyat," said Abu Rokhmad. "Just as at the beginning of Ramadan, we will use sophisticated tools in the rukyat process."
Rukyatul hilal is planned to be conducted in 33 points. Abu Rokhmad said there is one rukyatul hilal point in each province, except Bali due to the Nyepi day. "So, we will not conduct rukyatul hilal there. We respect each other," he said.
Abu Rokhmad mentioned that the Isbat session will commence with a Seminar on the Position of the Hilal at the Beginning of Syawal 1446 Hijriah at 16.30 WIB until nearing Maghrib. The Ministry of Religious Affairs will invite representatives of friendly country ambassadors, astrophysicists, and representatives of Islamic organizations. In addition, the Ministry will also involve representatives from LAPAN, BMKG, BRIN, Bosscha Planetarium, and other related agencies.
"The Isbat session will be held around 18.45 WIB (Western Indonesian Time) and will be held in closed session. The results of the Isbat session will be announced at a press conference by the Minister of Religious Affairs, Nasaruddin Umar," he said.
