TEMPO.CO, Jakarta - Delegations from Hamas and Fatah are currently meeting in Cairo, Egypt, to discuss post-war arrangements in the Gaza Strip, the local TV channel Al-Qahera News reported on Thursday as cited by Antara.
Cairo is also hosting separate talks between various Palestinian factions regarding the second phase of US President Donald Trump's peace plan for Gaza. Furthermore, Egypt is preparing to host a conference on the reconstruction of Gaza in the second half of November.
The diplomatic push follows the long-awaited ceasefire, which finally came into effect on October 10, 2025, after two years of Israeli genocide in Gaza, mediated by the United States, Egypt, Qatar, and Turkey.
As part of Egypt's efforts to achieve Palestinian national consensus on implementing Trump's plan, Egyptian Intelligence Chief Hassan Mahmoud Rashad met with the Secretary-General of the Democratic Front for the Liberation of Palestine, Fahd Suleiman, in Cairo, an Egyptian broadcasting station reported.
Earlier, Rashad held discussions with the Palestinian Vice President and the intelligence chief regarding the second phase of the ceasefire. They jointly reiterated their rejection of the latest bill approved by the Israeli Knesset concerning the annexation of the occupied West Bank territory.
Despite the ceasefire, Gaza health authorities updated figures on Thursday, stating that at least 89 people have been killed and 317 others injured in Gaza since October 11. They also reaffirmed that the Israeli genocide has tragically resulted in 68,280 Palestinian deaths and 170,375 injuries since October 7, 2023.
Hamas Opens to National Dialogue
Separately, Hamas announced its readiness to engage in a national dialogue with all Palestinian factions, coinciding with the Fatah-Hamas meeting in Cairo focused on the ceasefire’s second phase and the future governance of the enclave.
In an interview with Anadolu, Hamas spokesperson Hazem Qassem stated the movement is "heading into national dialogue with open hearts and extended hands to the Palestinian Authority and other national forces," stressing that the authority "is one of the Palestinian institutions that cannot be bypassed."
Qassem urged the authorities to "align with the prevailing national consensus in Gaza and come to the dialogue with an open mind." He warned that the current period is dangerous for the entire Palestinian people in both Gaza and the West Bank.
Commitment to the Ceasefire
The Hamas spokesperson reaffirmed the movement's full commitment to implement the Gaza ceasefire agreement "in all its details," urging mediators to pressure Israel into compliance.
Qassem noted that Hamas received clear assurances from Turkey, Egypt, and Qatar, and direct assurances from the United States, that "the war has effectively ended."
Hamas has completed the first stage of the 20-point agreement, which includes the release of Israeli hostages in exchange for Palestinian hostages, and provides for the reconstruction of Gaza and the formation of a new governance mechanism without Hamas.
Regarding the second stage, Qassem said it requires further discussions and clarifications with mediators, explaining that this stage involves broad issues and complex matters that need detailed approaches.
Qassem stated that Hamas continues to inform mediators about Israeli violations. He accused Israel of killing 90 Palestinians since the ceasefire, closing the Rafah crossing, and obstructing adequate aid.
He criticized Israel for using "humanitarian conditions as a political bargaining chip," calling for immediate action to allow aid into the Gaza Strip and prevent a return to famine.
