Chelsea Fined 10.75m Pounds Over Historical Violations

TEMPO.CO, Jakarta Chelsea have received the largest fine in Premier League history and a suspended one-year transfer ban over undisclosed payments during the club's previous ownership era — irregularities that current owners BlueCo voluntarily flagged upon their 2022 takeover, sparing the club harsher sporting consequences.

The Daily Mail reported that the payments made to players and unlicensed agents were omitted from the club's official financial submissions. BlueCo's proactive disclosure helped Chelsea avoid harsher sporting penalties.

What Chelsea did Wrong?

Chelsea breached Premier League rules by making secret payments to players and unregistered agents — totalling nearly 47.5 million pounds sterling — that were never disclosed in the club's official accounts. According to The Guardian, the Premier League noted that the payments and the failure to report them constituted a breach of the requirement to act in good faith. 

These transactions were made through third-party entities associated with the club, primarily to obscure the true cost of high-profile transfers. Chelsea also admitted to breaking youth development rules over the registration of academy players between 2019 and 2022. The club, however, maintained that it never exceeded the maximum allowable loss of 105 million pounds sterling over any three-year assessment period.

Individuals and Transfers Involved

The investigation revealed seven transfers totaling approximately 23 million pounds sterling that were made to unregistered agents, including deals for Eden Hazard, David Luiz, Willian, Samuel Eto’o, Andre Schurrle, Nemanja Matic, and Ramires. 

Sky Sports reported the investigation determined that these payments "occurred with the knowledge and approval" of former senior employees and/or directors. Beyond players, the report noted that 1.4 million pounds sterling should have been treated as official pay for former staff members. Several names remain redacted for data protection.

Reasons Behind the Rule Breaks

Although the previous regime did not provide an official reason, the findings suggest that the payments were a means of compensating various parties involved in major transfers through unofficial backhanders.

Current Blues boss Liam Rosenior expressed relief that the investigation is over and explained that "it's not a negative distraction" and "actually, that's a line drawn through that issue and we can move on and plan to make this club as strong as possible in the long-term."

The Official Punishment

Chelsea faces a total fine of 10.75 million pounds sterling. The Premier League also imposed a one-year first-team transfer ban, suspended for two years, meaning the club can continue signing players unless further breaches occur. In the short term, Chelsea has been banned from registering academy players from other Premier League and EFL clubs for nine months.

The club attributed the relatively lenient outcome to its own transparency, stating that without voluntary disclosure, several rule breaches may never have surfaced.
