TEMPO.CO, Jakarta - The Chief Executive Officer (CEO) of Djarum, Victor Rachmat Hartono, received abrupt news on Friday, November 14, 2025. The Directorate-General of Immigration had placed his name on a travel-ban list. The reason being, he had been included in the case file of an Attorney General’s Office (AGO) investigation into suspected tax-obligation reductions for the 2016-2020 period.
Djarum’s Corporate Communications Manager, Budi Darmawan, said his boss was confused and bewildered. Victor Hartono, he noted, never provided any clarification to investigators, nor had he been summoned by prosecutors at the Deputy Attorney General for Special Crimes (Jampidsus). “He hasn’t been questioned,” Budi said on Wednesday, November 26.
Victor is the eldest son of conglomerate Robert Budi Hartono. He represents the third generation of the family that built the giant Kudus-based clove cigarette company. While Victor oversees Djarum, his two younger brothers work in finance.
His first brother, Armand Wahyudi Hartono, serves as Deputy CEO of Bank Central Asia (BCA), also affiliated with Djarum. The other brother, Martin Basuki Hartono, heads the investment firm GDP Venture.
