TEMPO.CO, Jakarta - The research institution Center for Economic and Law Studies, or Celios, conducted performance assessment surveys for the ministers in Indonesia's Red and White Cabinet. The surveys were conducted within the first year of President Prabowo Subianto's administration.
Celios conducted two different surveys to evaluate the ministers. In the first survey, Celios used an expert judgment approach and consulted 120 journalists from 60 media organizations. The second survey involved 1,338 respondents from urban and rural areas. The respondents were surveyed by Celios from September 30th to October 13th, 2025.
In both surveys, the Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia received the lowest score. "The first ranking that should be reshuffled is Bahlil," said Celios researcher Media Wahyudi Askar, during a virtual press conference on Sunday, October 19th, 2025.
In the survey, Celios asked the respondents to rank the three worst and three best ministers in the Red and White Cabinet. The total scores were calculated as minus points for the worst-ranked ministers and plus points for the best ministers.
The general respondents gave a score of -1320 for Bahlil. This means that almost all of the 1,338 respondents believe that Bahlil deserves to be the minister with the lowest score in the past year.
Meanwhile, among journalists, Bahlil received a score of -151 from 120 respondents. This means that the majority of surveyed journalists placed Bahlil as the first among the worst-ranked ministers.
Celios mentioned that there was indeed a similarity between the expert survey and the general public survey. "We would like to convey that the data presented in this report is not the opinion of Celios, nor the author, but an aggregation summary of the voices of the public that we collected through research methodology," stated Media.
In the expert survey, Bahlil's lowest position was followed by the Head of the National Nutrition Board, Dadan Hindayana, with a score of -81 from the journalists. While in the third position, there is the Minister of Human Rights, Natalius Pigai, with a score of -79, followed by the Minister of Forestry, Raja Juli Antoni, with a score of -56 and the Minister of Culture, Fadli Zon, with a score of -36.
As for the best ministers in the expert survey, the Coordinator Minister for Infrastructure, Agus Harimurti Yudhoyono or AHY, ranked first with a score of 50, followed by the Minister of Religion, Nasaruddin Umar in second place with a score of 48, and the Minister of Primary and Secondary Education, Abdul Mu'ti, in third place with a score of 44.
Meanwhile, in the general survey, Bahlil's lowest position was followed by Natalius Pigai with a score of -346 and the Coordinating Minister for Food, Zulkifli Hasan, with -253 points. The best ministers were Agus Harimurti Yudhoyono with 1,042 points, Nasaruddin Umar with 470 points, and Abdul Mu'ti with 227 points.
In response to the various surveys, Minister of ESDM Bahlil Lahadalia stated that the only one entitled to assess his performance is President Prabowo Subianto. "So, the only one entitled to evaluate the performance of the ministers is the President," said Bahlil after visiting Prabowo's residence at Jalan Kertanegara Number 4, South Jakarta on Sunday, October 19th, 2025.
