KPK Reveals Extortion Mode of Foreign Workers

TEMPO.CO, Jakarta - The Acting Director of Investigation of the Corruption Eradication Commission (KPK), Budi Sukmo Wibowo, disclosed the progress of the investigation into allegations of extortion in the processing of permits for foreign workers and alleged acceptance of gratuities by officials at the Ministry of Manpower (Kemnaker) of the Republic of Indonesia. "The KPK has named 8 suspects on May 19, 2025," said Budi at a press conference at the Red and White Building of the Corruption Eradication Commission (KPK) on Thursday, June 5, 2025.

The eight suspects are identified by their initials as SH, HYT, WP, DA, GW, PCW, JS, and AE. The actions of these eight suspects involved extortion in the processing of the Foreign Manpower Utilization Plan (RPTKA) permits.

Every employer planning to use foreign workers must have RPTKA authentication documents. The RPTKA processing is carried out at the Directorate of Control of the Use of Foreign Workers (PPTKA), the Directorate General of Placement Supervision and Job Creation (BINAPENTA) of the Ministry of Manpower. In the RPTKA application process, two documents will be issued: the feasibility assessment result (HPK) and RPTKA approval.

The licensing is done online. After the foreign workers complete the documentation requirements, it will undergo verification. If incomplete, they will be notified. "This notification process only lasts for five days," said Budi.

If within 5 days there are no improvements in the deficiencies of the administrative requirements, the foreign worker is considered to have submitted a new application through the system. Suspects SH, WP, HY, and DA instructed PCW, ALF, and JMS to demand a sum of money from the applicants for the RPTKA documents to be approved and accepted. "This is where the suspects set their rates as instructed by their superiors," said Budi.

The agents who had previously paid the suspects will receive notifications via WhatsApp. Those who do not hand over the money will not be notified. "So the agents will approach the suspects," said Budi.

During this process, the suspects requested a sum of money from the agents, citing the need for RPTKA to be issued to avoid daily fines. "Similar to a ship being late to sail and dock, it will be fined per day," said Budi.

The KPK has identified that the suspects at the Ministry of Manpower received approximately Rp53 billion. SH received approximately Rp460 million, HYT approximately Rp18 billion, WP Rp580 million, DA Rp2.3 billion, GW Rp6.3 billion, PCW approximately Rp13.9 billion, AE approximately Rp1.8 billion, and JS approximately Rp1.1 billion.

In addition, around Rp53 billion was used as meal money for staff at the Ministry of Manpower, especially at Binapenta. "Roughly 8 billion was enjoyed together, whether for lunch expenses or activities that are considered outside the non-budgeted," said Budi.

Several parties who received the money, such as the office boy and other staff at Binapenta, have returned the money. "Around 5 billion rupiah," said Budi.
