Japan to Launch Pre-Arrival Checks for Visa-Free Tourists

TEMPO.CO, JakartaJapan plans to introduce pre-arrival checks for visa-free tourists starting in 2028. This measure aims to enhance tourism services and efficiency amidst the growing number of foreign visitors.

According to Kyodonews, these checks will involve an Electronic System for Travel Authorization (ESTA), similar to the system used in the United States.

The number of foreign tourists visiting Japan in 2024 reached a record 36.87 million, marking a 47.1 percent increase from the previous year. This surge was primarily driven by a weak yen and social media-fueled tourism demand.

As of March this year, the country had already surpassed 10 million foreign visitors. Specifically, in April, the number of foreign visitors to Japan jumped by 28.5 percent compared to the previous year, reaching a record 3.91 million, according to official data reported by Vn Express. This figure surpassed the previous record of 3.78 million set in January 2025.

Tourism is a cornerstone of Japan's growth strategy, and the government aims to increase annual tourist numbers to 60 million by 2030.

Prohibited Entry for Certain Tourists to Japan

Under this new system, tourists from visa-exempt countries planning short visits to Japan will be required to provide travel and personal information, such as their name, purpose of visit, and intended location, at least several days prior to their arrival.

The Japan Immigration Service Agency will be able to review this data in advance. According to the Japanese Ministry of Justice, if a tourist is found to have a criminal record or a history of illegal stay in Japan, the agency may deny them permission to board a flight to Japan.

The Ministry of Foreign Affairs indicates that citizens from 71 countries and regions, including the United States and South Korea, are currently exempt from short-term visa requirements. Indonesian citizens holding electronic passports can also enter visa-free through the Visa Waiver program for a maximum 15-day visit.

The United States established its ESTA system in 2001 following the September 11 terrorist attacks. Several other countries, including Canada, have since adopted similar systems, and Japan will now follow suit.
