Indonesia's Bank DKI Faces Cyber Attack, Irregular Transactions Reach Over US$15mn

TEMPO.CO, Jakarta - The Regional-Owned Bank (BUMD) of Jakarta, Bank DKI, is suspected to have suffered a cyber attack on its payment system, resulting in anomalous transactions totaling more than Rp200 billion or more than US$15 million.

The Head of the Financial Transactions and Analysis Reporting Center (PPATK), Ivan Yustiavandana, confirmed the attack and said the agency has been monitoring the case closely. “Yes, we have frozen all related accounts from the start,” Ivan told Tempo on Wednesday, October 15, 2025.

Ivan added that the cyber intrusions at Bank DKI’s payment system have been ongoing since 2024. “This has been happening for several months,” he said, noting that PPATK blocked all accounts holding funds from the compromised accounts early on.

According to Tempo’s sources, Bank DKI has faced multiple hacking incidents, with the latest occurring on March 24, 2025.

On that day, hackers targeted Bank DKI’s payment system through BI Fast, leading to irregular transactions in the bank’s giro account at Bank Negara Indonesia (BNI), which serves as the settlement account for BI Fast.

Bank DKI’s monitoring team detected a sharp drop in BI Fast balances between 11:00 and 11:20 AM WIB. In response, they triggered the system’s panic button at 11:36 AM to halt any further outflow of funds, followed by full firewall activation at 11:44 AM WIB.

Investigation revealed that the balance decrease was not initiated by Bank DKI, as there were no system logs or debits recorded in the core banking system. However, Artajasa, the infrastructure provider for BI Fast, reported receiving a credit transfer order from Bank DKI.

The attack involved 807 anomalous transactions, totaling Rp227.1 billion. Yet, Bank DKI’s core banking system recorded only Rp18.721 billion, while system logs indicated a settlement transfer of Rp245.8 billion, highlighting discrepancies in the transaction records.

Tempo reached out to Bank DKI President Director Agus Haryoto Widodo, Cyber Crime Detective Director of the Indonesian National Police Brigadier General Himawan Bayu Aji, Deputy Cyber Crime Detective Inspector General Nunung Syaifuddin, and Financial Services Authority commissioners, including Dian Ediana Rae, for comments.At the time of publication, no responses had been received.
