Indonesia Mandates Sector-Specific AI Regulations for All Ministries, Institutions in 2026

TEMPO.CO, Jakarta - The Minister of Communication and Digital (Komdigi), Meutya Hafid, announced that all ministries and agencies must develop their own guidelines for the use of Artificial Intelligence (AI) within their respective sectors. These sector-specific rules will be derived from the overarching AI usage guide that the Ministry of Communication and Digital plans to issue in 2026.

"Each ministry will issue regulations related to AI in their respective sectors next year, intended to protect their sectors or the ecosystems within them," Meutya said in Jakarta on October 22, 2025.

The draft of the National Artificial Intelligence Roadmap White Paper, designed by Komdigi, was actually completed last August. Meutya noted that the guidelines for AI utilization were prepared in collaboration with 48 ministries and agencies. These guidelines establish the ethics in AI use, including specifying sanctions and types of violations.

Meutya explained that the ethical guidelines established by Komdigi are currently too general. Therefore, the Golkar politician has requested that all ministries and agencies create more detailed rules tailored to their unique sector requirements.

She then urged ministries and agencies not to implement AI in their environments before these detailed rules are in place. "We do not recommend the use of AI before these regulations are issued by the relevant ministries," she stated.

Regulation, she went on, is an absolute necessity for AI utilization because AI presents a dual nature that cannot be ignored.

On one hand, AI is positive and is predicted to accelerate economic growth, especially by enabling more complete and faster data collection.

However, on the other hand, AI can also be leveraged for malicious purposes and even crimes. "The AI we build can also become frightening, dangerous, and harmful AI," she warned.
