Indonesia Imposes Limits on E-Commerce Shipping Promotions: Key Rule Details

TEMPO.CO, Jakarta - The Ministry of Indonesian Communication and Digital (Komdigi) has issued new regulations that limit shipping cost promotions or discounts on e-commerce delivery services. The regulations are stipulated in Ministerial Regulation Number 8 of 2025 concerning Postal and Logistics Services.

Article 45, Paragraphs 2, 3, and 4 of that regulation regulate the provisions related to discounts. Discounts that reduce the commercial postal service rates below the basic cost are only allowed for a limited period, a maximum of three days per month.

However, Article 45 also mentions that discounts can be applied throughout the year as long as the rates after the discount remain the same or higher than the basic service costs. In other words, shipping cost promotions can continue for a longer period as long as it does not lower the rates below the basic operational costs.

As quoted by Indonesia.go.id, the Secretary General of the Association of Indonesian Express, Post and Logistics Services (Asperindo), Tekad Sukatno, stated that this new regulation is the implementation of Law Number 38 of 2009 concerning Postal and Government Regulation Number 15 of 2013 as its implementing regulations.

Tekad realizes that the issuance of this Ministerial Regulation brings various consequences that require postal service providers to adapt to the new regulations.

"These regulations establish a foundation for extensive updates to the postal and courier sectors, which are now crucial to supporting the digital economy and national connectivity in the era of e-commerce," Tekad said on Sunday, May 18, 2025.

As cited in Antara, on Sunday, May 18, 2025, the President Director of Pos Indonesia, Faizal R. Djoemadi, stated that this Ministerial Regulation is a strategic policy to create a fair business climate for courier industry players, workers, and consumers.

"Therefore, we fully support the government's policy of regulating the courier and logistics sector in Indonesia to promote fair competition," Faizal said in his official statement in Bandung on Sunday.

He stated that Ministerial Regulation Number 8 of 2025 concerning Commercial Postal Services was designed to expand services, improve operational efficiency and effectiveness, and ensure customer protection and satisfaction.

Faizal hopes that this regulation will be the main driver of the postal, courier, and logistics industry growth in Indonesia. Although this sector is a key player in the technology disruption era, he acknowledges that there are still many challenges to be faced for sustainable growth.

He added that this industry, including Pos Indonesia, is considered a labor-intensive sector that requires significant investment to build physical and digital infrastructure, and has a broad impact on the national economy.

"Significant costs are required to reach remote areas. Therefore, maintaining a fair and healthy business climate is crucial," he emphasized regarding the shipping cost.

Pos Indonesia's support for this regulation is also in line with the stance of the Association of Indonesian Express, Post and Logistics Services (Asperindo), which also supports the government's steps.

"We hope this regulation will be the first step in creating a healthier, more competitive, and more sustainable national logistics industry," Faizal concluded.
