TEMPO.CO, Jakarta - The magnitude 8.7 earthquake in Russia on Wednesday, July 30, 2025, has the potential to trigger a tsunami in 10 regions of Indonesia. As a result, vigilance and effective mitigation are necessary for all segments of society, especially vulnerable groups such as people with disabilities.

“Disaster mitigation for people with disabilities requires special attention because they face a higher risk during disasters. Mitigation efforts must involve inclusive planning, training, and easily accessible information,” according to guidelines cited by Tempo on Wednesday, July 30, 2025, from the pocketbook Tsunami Mitigation for People with Disabilities published by BMKG.

Tsunami mitigation for individuals with disabilities is crucial due to their limited physical ability to carry out self-rescue, which often results in higher fatalities during natural disasters like tsunamis.

Natural disasters also tend to affect the physical and mental well-being of individuals who are not previously disabled, and in some cases, they can cause disabilities.

In response to these risks, the United Nations established the Sendai Framework for Disaster Risk Reduction in 2015, which includes a commitment to involving people with disabilities in disaster mitigation efforts.

The framework aims to reduce disaster risk through prevention, recovery, rehabilitation, and reconstruction.

According to the official website of BPBD, which references guidelines from the United Nations, disaster mitigation for individuals with disabilities involves measures before, during, and after a disaster.

Pre-disaster measures include identifying and grouping individuals based on their type of disability, informing them about potential risks and how to respond, and providing early warning systems that are adapted to their specific needs, according to the BPBD Pangkal Pinang website.

During a disaster, community involvement is essential. The first step in evacuation is to move individuals with disabilities away from the danger zone.

BMKG, through its YouTube channel, stated that if a tsunami warning is issued and evacuation to mountains or hills is not possible, individuals with disabilities should be moved to higher ground. Agreed evacuation routes established during disaster awareness programs or drills are therefore critical.

Additional mitigation steps during a disaster, as noted by BPBD, include prioritizing victims who have not yet received assistance. If individuals with disabilities require further care, they should be taken immediately to a hospital or emergency shelter.

After the disaster, authorities should conduct data collection and needs assessments. The local community can assist by providing counseling and therapy through qualified professionals.

The final phase involves post-disaster recovery. This includes empowering individuals with disabilities to participate in disaster relief efforts, offering them specialized self-rescue training, and involving them in providing trauma counseling for other survivors.
