TEMPO.CO, Jakarta - The United States, the United Kingdom, and France are finalizing a UN Security Council resolution that will serve as the basis for forming an international force in Gaza. According to a report by Arab News, the resolution is expected to be completed in the coming days, amidst efforts to maintain the US-backed ceasefire between Israel and Hamas.
Mandate of the UN and Diplomatic Coordination
A spokesperson for the French Ministry of Foreign Affairs, Pascal Confavreux, stated that such an international force needed a UN mandate to ensure a strong international legal basis and facilitate the participation of other countries.
"France is working closely with its partners on the establishment of such an international mission, which must be formalized through the adoption of a UN Security Council resolution," he said in a press conference in Paris, as quoted from The New Arab.
Confavreux added that discussions on the resolution are ongoing, especially with the United States and the United Kingdom, to be submitted in the coming days. Earlier, Paris hosted a meeting on October 10 with European and Arab countries to discuss the post-war transition in Gaza, including the form and mandate of the international force to be deployed.
Not a UN Peacekeeping Mission
The stabilization force will not take the form of an official UN peacekeeping mission funded directly by the UN. Instead, the UN Security Council resolution will mimic its step to support the deployment of an international force to Haiti to combat armed gangs.
The resolution will mandate contributing countries to take all necessary steps.
British Prime Minister Keir Starmer stated in parliament that the formation of the force will take time.
"The terms of reference are still being drawn up. There is a United Nations Security Council resolution on the establishment of the force, or I hope there will be, but the wider terms of reference are not yet agreed," he said.
Indonesia's Readiness and Other Countries
According to two senior US advisors, Washington has been in communication with several countries, including Indonesia, the United Arab Emirates, Egypt, Qatar, and Azerbaijan, for possible contributions to the international force. Italy has also expressed its readiness to participate.
Indonesian President Prabowo Subianto previously stated at the UN General Assembly on September 23 that Indonesia is prepared to send 20,000 or more troops to Gaza if there is a UN resolution mandating it.
These diplomatic efforts have emerged after US President Donald Trump issued a stern warning to Hamas. This refers to the alleged shooting of Palestinian civilians after the ceasefire agreement with Israel. The civilians were a group of bandits supported by Israel.
Meanwhile, a senior Hamas official accused Israel of violating the ceasefire by killing at least 23 people on Friday. The list of violations has been submitted to the mediators.
