UN Rapporteur: Israel and Allies Must Fund Gaza Rebuild

TEMPO.CO, Jakarta - Francesca Albanese, the UN Special Rapporteur for the occupied Palestinian territories, stated on Friday that Israel should finance the reconstruction of Gaza, alongside the United States and other primary arms suppliers.

Speaking at a London event concerning the human rights situation in the occupied Palestinian territories, as reported by Anadolu and Middle East Monitor, Albanese remarked that a comprehensive assessment of involvement in the actions within Gaza must be executed. The Italian national stressed that not only Israel but all nations aiding these actions should face international penalties.

"States must cut ties with Israel, must stop aiding and assisting a state that maintains an unlawful occupation," Albanese conveyed.

Addressing accountability, Albanese affirmed that Israel must bear the cost for Gaza's reconstruction, alongside the US, Germany, and Italy, who function as the main weapons suppliers.

She continued by demanding that a rigorous investigation be initiated into the UK's participation in these actions via services rendered from its bases in Cyprus.

"If Israel do not want to be accused of colonial practices, it should not behave as a colonial power, as a colonial entity, taking land, displacing the people," she emphasized.

By asserting that the actions spanning over two years in Gaza represent "the combination of 60 years of impunity," she concluded that it will not cease "unless things change in London or in Rome, or in Berlin, or in Paris."

US Sanctions in Defense of Israel

Referring to the US sanctions levied against her, Albanese noted that due to these sanctions, individuals such as herself, judges at the International Criminal Court (ICC), or Palestinian human rights groups are "considered like criminals."

"There has not been robust enough for response, or a robust enough response to this to have the sanctions lifted," she articulated.

She indicated that the travel ban to the US prevents her from formally presenting her official report to the UN General Assembly. Due to the US sanctions, Albanese also faces difficulties opening a required bank account in Italy and is currently denied essential health insurance coverage.

UN  experts in August issued a warning that US sanctions against Albanese pose a considerable threat to the global human rights system. This development followed the US announcement of sanctions against the special rapporteur just one month earlier for her "efforts to prompt" ICC action targeting US and Israeli officials.

In August, the US also imposed sanctions on four ICC officials for issuing arrest warrants against Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant, accusing both officials of committing war crimes and crimes against humanity in Gaza.

Conditions in Gaza

The Gaza Civil Defense reports that approximately 250,000 families currently reside in designated refugee camps across Gaza, with many enduring cold weather conditions and extensive flooding within their fragile temporary shelters.

Despite the ceasefire formally taking effect on October 10, living standards in Gaza have shown no notable improvement as Israel continues to enforce severe restrictions on the necessary entry of humanitarian aid trucks, thereby violating crucial humanitarian protocols outlined in the existing agreement.

Israel has killed over 70,000 individuals, predominantly women and minors, and has injured more than 171,000 others in sustained attacks in Gaza since October 2023, which persist despite the established ceasefire.
