Chinese National in Cikande Radioactive Contamination Case Barred from Leaving Indonesia

TEMPO.CO, Jakarta - Director of PT Peter Metal Technology (PMT) Lin Jingzhang has been prevented from leaving the country. A Chinese national has been identified as a suspect in the case of radioactive Cesium-137 contamination in Cikande Industrial Area in the province of Banten. "If there is a request from law enforcement officials, we will definitely follow up in accordance with the request submitted," said Minister of Immigration and Civil Registry, Agus Andrianto, when Tempo confirmed via text message on Sunday, December 7, 2025.

The Director of Special Crimes of the Indonesian National Police Department, Brigadier General Irhamni, confirmed that Lin Jingzhang has been prevented from leaving the country. "Done," he said via WhatsApp on Sunday.

On Thursday, December 4, 2025, the Cesium Handling Task Force stated that the Indonesian National Police had named PT PMT Director Lin Jingzhang as a suspect in an environmental pollution case due to exposure to radioactive Cesium-137 in Cikande, Serang, Banten. After a series of intensive investigations involving the Nuclear Regulatory Agency and the Ministry of Environment, the suspect was identified.

Investigators have questioned 40 witnesses, 10 of whom are from within PT PMT. Another witness is a stall owner, and four others are waste collectors at the stall. Another witness is 15 suppliers of raw materials to PT PMT, and six are management members of the Modern Cikande industrial area.

"The Directorate of Special Crimes of the Indonesian National Police Department is still probing other parties suspected of involvement," said Bara Krishna Hasibuan, Head of the Diplomacy and Communication Division of the Cesium-137 Handling Task Force, on Thursday.

Bara explained the origin of PT PMT's contaminated scrap metal. According to him, the company purchased contaminated scrap iron from domestic suppliers. The contamination is believed to have occurred when the scrap metal containing Cesium-137 was melted, producing fine particles that spread through the air at several points in the area. As a result, the contamination also spread to other facilities, including the shrimp producer, PT Bahari Makmur Sejahtera (BMS).

Lin Jinzheng is charged under Article 98 paragraph (1) of Law Number 32 of 2009 concerning Environmental Protection and Management. He faces a maximum prison sentence of 10 years and a fine of up to Rp10 billion.
