
TEMPO.CO, Kupang - The East Nusa Tenggara (NTT) Regional Police revealed an alleged human smuggling case involving Chinese nationals. The police have named Pan Xiaoming, 39 years old, as a suspect and have detained him.
The Director of General Crime Investigation of the NTT Regional Police, Grand Commissioner Patar Silalahi, explained that Pan Xiaoming arrived in Indonesia with three other Chinese nationals, Yu Junjie, Yang Ao, and Song Zhonghua, using a Visitor Visa on Arrival between May 25 and June 6, 2025.
Upon arriving in Kupang, the Chinese nationals stayed at a hotel. Shortly after, Pan Xiaoming purchased a speedboat from a person named Haji Dean for Rp100 million. The boat was intended for smuggling to Australia.
"From the investigation, we found a Garmin GPS showing the sailing route from Kupang to Australia, which is 875 kilometers, as well as the suspect's internet search history on coastal security in Australia," said Grand Commissioner Patar.
He stated that the modus operandi used was well-planned and structured. From the choice of transportation mode and sailing route, to the roles of each perpetrator, everything had been carefully planned. "This is clearly not just a tourist trip. This is an organized human smuggling attempt," Patar added.
The police confiscated several pieces of evidence, including a speedboat named "TAI SHAN", Garmin GPS, the suspect's passport and phone, jerry cans containing fuel, and boat purchase documents.
Pan Xiaoming has been charged under Article 120 paragraph (2) and Article 122 of Law Number 6 of 2011 concerning Immigration. The penalty for this offense ranges from 5 to 15 years in prison.
"The investigation is still ongoing. We are also exploring the possibility of involvement in an international smuggling network," Patar stated.
